Open Question: Is buying a car with lien Safe?

Honda Fit 2008 i checked the car, salesperson says the car have no accidents and quoted he can give me for $12800 canada dollars but when i checked carproof of the car, the car had been in accident front center part, and claim estimate for $1300 also, this car have lien still active with honda financial, it is NOT discharged until 2012. the person who owe the lien for the care name is chinese, not present at dealer store, and yet the dealer say he quoted me this price as if this car have no lien on it. should i be walk away? or this happens normal business in used car dealer? the car is considered very good price for 12800 in vancouver, it is fully loaded. the name on the car lien is chinese, the dealer is a fully indian owned...
